4-3-9: GENERAL STANDARDS AND CONSTRUCTION REQUIREMENTS:
   (A)   Applicability: All of the provisions of the Village’s adopted Building Code shall govern the materials, construction and location of all signs covered by this chapter insofar as the same are applicable; in case of conflict, the provisions of this chapter shall govern.
   (B)   General Construction: All signs shall be designed and constructed in a sturdy and secure manner to withstand wind pressure and meet all requirements of the Village’s adopted Building Code and all signs attached to any building or structure shall be safely and securely anchored thereto in a manner satisfactory to the Zoning Administrator.
   (C)   Painted Signs: All signs painted on any building or structure must be repainted at such time as peeling, fading or flaking occurs to the painted surface.
   (D)   Materials: The material of which signs are constructed shall be rendered thoroughly waterproof, and such signs shall be so constructed that they will not be likely to shrink or crack and thereby endanger the waterproof quality which is hereby required; the letters shall be so constructed that sleet, snow or rain cannot enter them.
   (E)   Glass: Glass, if used in signs, shall have safety glazing in accordance with the Village’s adopted Building Code and have a strength equivalent to double strength grade glass or be of plate or wired glass.
   (F)   Electrical Standards: All illuminated signs shall be wired according to Village ordinances regulating electric equipment and all or any permit or inspection fees required under such ordinances shall be paid prior to the erection of such sign in addition to permit fees required under this chapter. No person shall furnish electricity for any illuminated sign without first receiving a certificate from the Zoning Administrator that the sign has been inspected and complies fully with the provisions of the Village’s adopted Building Code.
   (G)   Sharp Projections Prohibited: All signs, canopies and awnings shall have no protruding nails, tacks or wires, or other hazardous projections.
   (H)   Height Projection: No sign on a building shall extend above the normal parapet wall or roof thereof.
   (I)   Destruction: No sign or any substantial part thereof, which is blown down, destroyed, taken down or removed, shall be reerected, reconstructed, rebuilt or replaced unless it is made to comply with this chapter.
   (J)   External Illumination: Wherever external illumination is used for a sign, the source of light shall be located, shielded or directed in such a manner that the light does not shine or cause glare onto any surrounding public street or private residence.
   (K)   Maintenance: All signs, canopies and awnings shall be kept and maintained in a safe, clean and orderly condition and appearance, and shall be repainted or otherwise maintained periodically by the owner to prevent corrosion or deterioration caused by weather, age or any other conditions, and to keep the same in a safe, clean, neat and orderly condition and appearance.
   (L)   Wall Signs: Wall signs may be located on the frontage of a building facing a public street and on the building wall or walls facing, or exposed to view from a public street or railroad right-of-way, and no portion shall project over or above the eaves or parapet of the building.
   (M)   Instructional Signs: Instructional signs denoting an entrance door, loading zone delivery door or other similar use may be located on the wall of a building to which the use pertains.
   (N)   Ground Signs:
      1.   Where a building is located on a zoning lot a ground sign may be located next to the building front or wall which is available for locating wall signs, or may be located parallel to, or at an angle with the adjacent public street, provided such a sign meets the setbacks established by this chapter.
      2.   Where no building is located on the zoning lot, a ground sign may be located on any part of such lot or parcel provided said sign pertains to a use being made of the lot and is erected so as not to allow any part thereof to project beyond the building line or building frontage of adjacent property, whichever is farthest from the street.
   (O)   Obstruction Of Windows, Doors, Etc., Prohibited: No sign shall be located so as to obstruct any required window, door, exit or entrance of any building, whether occupied or not, nor obstruct or be attached to any fire escape or stand pipe.
   (P)   Unobstructed View Required: No sign of any kind shall be located in such a manner as to obstruct the view of persons in a street, of approaching traffic or traffic signs or signals.
   (Q)   Awnings And Canopies: A non-illuminated sign may be located on an awning or a canopy when attached to the frontage of a building facing a public street or on a building wall or walls facing, or exposed to view, from a public street or railroad right-of-way. Internal or external illumination of canopy signs is permitted in the B1 Zoning District, but only on canopies over outdoor service areas, such as gasoline service station service areas, and only when the sign faces a public street, or faces or is exposed to view from a public street or railroad right- of-way. Any awning or canopy sign shall be included within the total area of allowable signs erected on any zoning lot as hereinafter provided.
   (R)   Footings Or Supports In Right-Of-Way: No footings or support structures for any sign shall be placed in the Village right-of-way.
   (S)   Projection Over Right Of Way: No sign shall project over the Village right-of-way except as specifically permitted within this chapter.
   (T)   Fireproof Construction: All permanent signs other than pylon signs shall be constructed of noncombustible material or of a material approved by the Village Fire Department. (Ord. 2874, 4-16-2015; amd. Ord. 2967, 9-21-2017; Ord. 4048, 2-16-2023)
