4-3-1: PURPOSE:
Signs are an ever present visible element in the environment and, as such, bear a significant relationship to the architectural and historic character of the Village. These regulations seek to accomplish the following purposes:
   (A)   To balance the need to protect the public safety and welfare, the need for a well maintained and attractive community, in keeping with the architectural and historic character of the Village, and the need for effective identification, communication and advertising;
   (B)   To reduce visual confusion, restrict signs which overload the public’s capacity to receive information and which increase the probability of accidents by distracting attention, obscuring vision or otherwise negatively affecting the public health, safety and welfare;
   (C)   To provide minimum requirements for the design, location, erection, installation and maintenance of signs;
   (D)   To allow and promote positive conditions for sign communication;
   (E)   To reflect and support the desired ambiance, architectural and historic nature of the various business and other zoning districts within the Village; and
   (F)   To ensure the constitutionally guaranteed right of free expression is protected. (Ord. 2874, 4-16-2015; amd. Ord. 4048, 2-16-2023)
