4-1-7: BUILDING ALTERATION:
   (A)   No building hereafter erected or enlarged, or altered so as to change its classification as to occupancy shall be used in whole or in part until a certificate of occupancy shall have been issued therefor, except that if the building shall be used or occupied during any alteration work, such use or occupation shall not continue for more than thirty (30) days after completion of the alteration work, unless a certificate of occupancy shall have been issued.
   (B)   As part of the permitting process, the property owner shall provide to the Village, upon request, as-built plans to verify construction for new or remodeled buildings, building additions, accessory structures, grading, or paving projects. The submission of accurate as-built plans is crucial for compliance verification, future maintenance, and as a record of the approved construction. Failure to provide as-built plans that accurately reflect the constructed conditions may result in delays in project approvals or issuance of certificates of occupancy. General guidance for as-built plans is as follows:
      1.   New Construction Homes and Garages: A submission of as-built plans is typically required for new construction homes and garages. These plans must accurately reflect the final constructed conditions, including the layout, dimensions, structural components, utility connections, and other relevant details.
      2.   Additions and Accessory Structures: For additions to existing structures, as-built plans are essential to document the integration of the new construction with the existing building and of the accessory structures to the site. These plans must show the existing structure, the new addition, and any alterations made during construction.
      3.   Grading and Paving Projects: As-built grading plans are necessary to document the final topography of the site after grading and paving activities have been completed. These plans must depict the existing and finished grades, drainage patterns, erosion control measures, and any other pertinent information.
