4-1-5: REMODELING; NEW CONSTRUCTION:
If the owner of any commercial or nonresidential building desires to remodel said building or part thereof so as to make it available for residential purposes, all provisions of this chapter applicable to the construction of a new building shall apply to such remodeling work. (1965 Code §67.08)
