4-1-4: PERMIT FEES:
Every applicant for a permit shall pay the Village with his/her application the following fees: (Ord. 2877, 7-16-2015)
   (A)   Construction, Alteration And Repairs: For construction, alteration and repairs of buildings and structures including, but not limited to, fences, swimming pools, private driveways, roofing, siding and gutters:

1.75 percent of the value of construction1. In no event shall the fee be less than $100.00. In setting a fee based on the value of construction, the Assistant Village Manager or their designee may consider any of the following:

(a)
An estimate furnished by the permit applicant;
 
 
 
(b)
An affidavit from the owner or the owner’s agent; or
 
 
 
(c)
A calculation to be made by the Assistant Village Manager or their designee based on the most recent edition of “RS Means Square Foot Costs” book.

   (C)   Electrical Installations And Inspections: The fees for the inspection of wiring of any building or of any electrical apparatus to be paid to the Village shall be as follows:

   (D)   Plumbing Fees: Any person desiring to install fixtures in any new building or structure, or to make any extensions to or alterations in plumbing fixtures or connections in any existing building or structure, before beginning any work, shall obtain a permit and shall pay to the Village, for the inspection thereof, the following fees:

Prior to issuance of any permit for street or parkway openings, a security deposit in the form of cash, a letter of credit, or a bond shall be deposited with the Building Department as follows:

Said deposit may be refunded upon proper restoration of the street and/or parkway and upon the inspection and approval by the Assistant Village Manager or their designee and Director of Public Works.
      4.   A temporary right-of-way permit may be applied for in cases where a short-term, limited use of right-of-way is unavoidable or infeasible, such as when a dumpster or other equipment cannot be placed within private property during active construction or similar activity. Permit applications shall describe the location, duration and site plan for temporary use of village right-of-way, and the time frame of proposed usage. The cost of the permit shall be fifty dollars ($50.00).
   (F)   Sidewalks: One percent (1%) of the cost of the work with a minimum fee of thirty dollars ($30.00).
   (G)   HVAC Equipment Installation:
 
1.
1.75 percent of the value of construction for both new systems or units, and repairs or replacements1. In no event shall the fee be less than $100.00 for new systems and units, and $75.00 for repairs or replacements. In setting a fee based on the value of construction, the Assistant Village Manager or his or her designee may consider any of the following:

In addition to the building permit fee, a plan review fee will be imposed pursuant to title 1, chapter 21, “Professional Fees”, of this Code, when applicable, to defray the costs of contracting with independent professionals to review permit applications for compliance with applicable Building Codes. Such fees will be billed at the actual costs incurred by the Village for such reviews, and the following minimum base fees shall be required in advance of such reviews in order to ensure adequate reimbursements to the Village of such actual costs, but shall not be considered total payment unless the actual costs are at the amounts already paid or less:

      1.    These fees shall be treated as minimum base fees and are required as an advance on the payment of actual Village costs in the processing of zoning applications, including but not limited to publication costs, mailing costs, staff lime. and professional and plan review fees due pursuant to title 1, chapter 21 “Professional Fees” of this code. The foregoing fees shall not be considered total payment unless the actual costs are at the amounts already paid or less.
   (K)   After-hours Inspection Fees: In the event that an after-hours or weekend inspection is required the fee will be assessed at 1.5 times the applicable fee listed in the tables in this Section.
