3-16-12: REVOCATION OF CERTIFICATE OF REGISTRATION:
   (A)   Generally: The village manager shall revoke a certificate of registration for a violation of any of the regulations listed in this chapter. Immediately upon such revocation, written notice thereof shall be given by the village manager to the holder of the certificate by certified or registered mail, return receipt requested. Upon receipt of said notice of revocation, all solicitation activity shall cease. (Ord. 2259, 11-16-1998; amd. Ord. 2506, 8-16-2004)
   (B)   Charitable Solicitations: In the event the village manager revokes any permission for charitable solicitations, the village shall seek a judicial determination of such action in the same manner as is provided for in section 3-16-5 of this chapter. If a judicial determination is not made within thirty (30) days after the date of revocation, an interim permission shall be deemed issued which shall be valid until such judicial determination is made.    (C)   Commercial Solicitations: In the event the village manager revokes any certificate of registration for commercial solicitation, the persons aggrieved by said decision shall have the right to appeal and have a hearing before the village president and board of trustees. Such appeal shall be taken by filing with the village manager within ten (10) days after receipt of the notice of revocation, a written statement under oath setting forth specifically the grounds for appeal. The village president and board of trustees shall thereupon set the time and a place for the hearing on such appeal, and notice of such hearing shall be given to the appellant. The decision of the village president and board of trustees on such appeal shall be by a vote of a majority of all members then holding office and shall be final. (Ord. 2259, 11-16-1998; amd.
