3-16-2: PERMIT REQUIRED:

It shall be unlawful for any person to engage in solicitation within the corporate limits of the Village unless such person shall have first obtained a permit from the Village as hereinafter provided; however, a person under eighteen (18) years of age is exempt from this permit requirement.
