3-7-5: DUTY OF CONTRACTOR OR CATCH BASIN CLEANER:
   (A)   It shall be the duty of every contractor, scavenger and person, his agents and employees, who has contracted or undertaken to remove any diseased or dead animal, offal, rubbish, dirt, street sweepings, night soil or other filthy, offensive or noxious substance, or is engaged about any such removal or in the loading or unloading of any such substance, to do the same with dispatch and in every particular manner as cleanly and free from offense and with as little danger and prejudice to the life and health as possible.
   (B)   Each basin cleaned shall have the entire liquid and solid content removed to the bottom of the basin and after completion of the cleaning operation, the basin shall be filled to the elevation of the trap with clean water. (1965 Code, Sec. 54.06; amd. Ord. 2506, 8-16-2004)
