3-5-3: APPLICATION, INVESTIGATION, ISSUANCE:
Any person desiring to conduct any bowling alley within this village shall make application therefor in writing to the village manager, which application shall state the name, residence, citizenship and employment or business of the applicant during the previous five (5) years, whether or not the applicant was ever convicted of a felony or misdemeanor and whether or not the applicant owns real estate and the value thereof. Such applicant shall also give reference to three (3) householders in this village. Such application shall be referred to the chief of police for investigation as to the moral status of the applicant and the moral conditions surrounding the proposed location of the bowling alley, who shall transmit to the village president the result of his investigation. If the president is satisfied that the applicant is responsible and of good moral character and if the applicant furnishes the required frontage consents as herein provided and the location of the proposed bowling alley does not conflict with the provisions of this or any other provisions of this code, the president shall approve such application and a license shall thereupon be issued to the applicant by the village manager, upon payment by the applicant of the license fee provided for herein.
