3-2-4: RESTRICTIONS ON ISSUANCE OF LICENSE:
   (A)   No liquor license shall be issued to:
      1.   A person who is not a resident of the village.
      2.   A person who is not of good character and reputation in the community in which he resides.
      3.   A person who is not a citizen of the United States.
      4.   A person who has been convicted of a gambling offense or felony under any federal or state law.
      5.   A person who has been convicted of being the keeper of or keeping a house of ill fame.
      6.   A person who has been convicted of pandering or other crime or misdemeanor opposed to decency and morality.
      7.   A person whose license under this chapter or under the state liquor law has been revoked for cause.
      8.   A person who at the time of application for renewal of any license issued hereunder would not be eligible for such license upon a first application.
      9.   A copartnership, unless all of the members of such copartnership shall be qualified to obtain a license.
      10.   A corporation, if any officer, manager or director thereof, or any stockholder or stockholders owning in the aggregate more than five percent (5%) of the stock of such corporation, would not be eligible to receive a license hereunder for any reason other than citizenship and residence within the Village.
      11.   A corporation unless it is incorporated in Illinois, or unless it is a foreign corporation which is qualified under the Illinois Business Corporation Act to transact business in Illinois.
      12.   A person whose place of business is conducted by a manager or agent, unless said manager or agent possesses the same qualifications required of the licensee.
      13.   A person who has been convicted of a violation of any Federal or State law concerning the manufacture, possession or sale of alcoholic liquor, or who shall have forfeited his bond to appear in court in answer to charges for any such violation.
      14.   A person who is not the owner or does not beneficially own the premises for which a license is sought, or does not have a lease thereon for the full period for which the license is to be issued.
      15.   Any law enforcing public official, the Village President, and any member of the Board of Trustees, and no such official shall be interested in any way, either directly or indirectly in the manufacture, sale or distribution of alcoholic liquors.
      16.   A person, association or corporation not eligible for or not possessing a State retail liquor dealer's license.
      17.   A person, copartnership (or any of the partners thereof) or corporation (by any officer, manager or director thereof, or any stockholder owning more than 20 percent of the stock of such corporation) possessing a current Federal gaming device or wagering stamp, and any premises for which a current Federal gaming device or wagering stamp has been issued.       18.   A person, copartnership or corporation which does not hold the proper business license, or which suffers such business license to be suspended, revoked or not renewed at the time of application, during the issuance period, or at the time of renewal of any license issued hereunder.
