It shall be the duty of the Police Department upon the request of a parent or legal guardian of a resident minor and the presentation of the minor at the Police Department, to take a complete set of fingerprints of the minor and to issue a fingerprint identification card containing the fingerprints of such a minor to the parent or guardian. For such service the Police Department shall collect the sum of five dollars ($5.00) from the parent or guardian to cover the costs of fingerprinting the minor in question and of preparing the minor's fingerprint identification card.
