2-17-27.3: POWERS AND DUTIES:
A Public Service Officer shall at all times during the performance of his or her duties be subject to the direction and control of the Chief of Police, and such officer shall perform his or her duties only when the same have been properly assigned by the Chief of Police and only during duty periods and while in uniform. Powers and duties of a Public Service Officer shall be of a nonpolice nature and shall not include any power ordinarily given to a regular police officer by the ordinances or the Code of this Village or by State Statutes to preserve the peace, to enforce laws and ordinances, to investigate crimes, to direct traffic, to serve warrants and summons, to make searches or seizures of property, to make arrests, or to issue traffic citations for moving traffic violations. Public Service Officers may be assigned to and may perform the following duties, which, by being specifically set forth, are not intended herein to be exclusively limited, to-wit:
The performance of duties as a radio dispatcher in the Police Department, the performance of custodial, inventory, filing system, clerical and stenographic functions within the Police Department; the giving of safety lectures and operation of training films relating to bicycle and automobile safety within the school system or other functions relating to the Police Department; the response and handling of assistance calls concerning animals, lockouts of vehicles and houses, lost children and missing persons, stranded motorists and malfunctioning motor vehicles; to investigate and issue complaints for violation of Village code or ordinance provisions of a noncriminal nature including issuance of "tag-on" tickets concerning parking meter and vehicle parking violations, the issuance of complaints regarding dogs and other animal offenses, snow-removal offenses, littering, dumping, trash and leaf burning offenses, abandoned auto offenses, Zoning and Building Code offenses, bicycle and motor vehicle permit or equipment offenses and liquor license offenses; to investigate and handle the disposition of incidents of broken electrical wires, gas leaks, water main breaks, fallen trees or tree limbs upon public sidewalks and streets, and broken or damaged public property including traffic signs or signals, light posts, parking meters and street signs; to inspect from time to time all parking meters and other Municipal property for operating efficiency and to make collections of parking meter money; to undertake traffic surveys and other investigations deemed necessary to assist the Police Department or the Village Board with traffic or public safety problems; to perform school crossing guard duties or the operation of the police pistol range; to appear in court to testify in regard to complaints or tickets issued by such officer or in which such officer is a witness; and to perform all other duties of a nonpolice nature as may be assigned by the Chief of Police.
