2-17-4: CHIEF OF POLICE:
   (A)   General Powers And Duties: The chief of police shall have the custody, care and control of the public property of the police department subject to the supervision of the village manager, and of all firearms and all fixed and mobile equipment of the department; they shall devote their whole time to the municipal affairs of the village, to preserve the peace, order, safety and cleanliness thereof, and to this end they shall execute and enforce all village ordinances and all orders of the president and board of trustees and all orders of the board of health so far as they relate to preservation of public health; they shall be charged with the duty of protecting the rights of persons and the protection of property in the village and providing a proper police force at every conflagration or disaster; and they shall carry out all other powers and duties assigned to them in this chapter or in other sections of this code. The chief of police shall, subject to the supervision of the village manager, make rules and regulations and operating procedures governing the conduct of members and the operations of the police department. In the absence of the chief of police, the assistant police chief shall carry out the general powers and duties set forth herein and such other powers and duties as may be delegated or assigned by the chief of police.    (B)   Other Powers And Duties: The police chief shall also have all other duties, powers, functions and responsibilities, whether similar to or dissimilar from those above specifically mentioned, which, by existing ordinances, are expressed as given to the police chief, including, but not limited to, the ability to make emergency purchases in the absence of the village manager as specified in section 1-8-4 of this Code.
