2-16-3: POWERS; LIMITATIONS:
The board shall have and exercise all such powers conferred by statute or as are set forth in this chapter or are otherwise delegated to it by the Board of Trustees. In the exercise of the powers conferred by statute and by this chapter, the board may cooperate or join with school and other governmental authorities and bodies and shall have power to use lands, buildings, and equipment made available to it by other governmental bodies and authorities; provided nothing in this chapter shall authorize such board to make any expenditure of money or exercise any of its powers beyond the corporate limits of this Village without first obtaining the approval and consent by proper resolution of the President and Board of Trustees.
The board shall consult with the Board of Trustees before erecting or establishing any park equipment or athletic facilities, and before installing any lighting, storage, toilet or other accessory structures in any area so designated and set aside as a public park and recreation area.
The board, in consultation with the Village Manager, shall adopt rules and regulations governing the use and operation of designated public park and recreation areas, and shall establish the hours when said areas shall be open to public use and thereafter closed, and shall take all further measures deemed necessary and feasible to prevent disturbing noises during closed hours. All such rules and regulations and proper signs denoting the hours of public use shall be posted in every public park and recreation area.
The Village Manager, in consultation with the board, shall establish general policies for the day to day operations of the Parks and Recreation Department. (Ord. 2820, 6-20-2013)
