No persons shall, in any manner, obstruct the use of any fire hydrant, or have or place any materials or vehicle in front thereof, or within fifteen feet (15') from either side thereof, and any and all materials or vehicles found as an obstruction as aforesaid may be forthwith removed by any member or members of the fire department and at the risk, cost and expense of the owner or claimant.
