2-13-5: POWERS OF FIRE CHIEF:
   (A)   Powers: The fire chief shall have sole and absolute control and command over all persons connected with the fire department of the village, while on duty; the chief shall possess full power and authority over its organization, government and discipline, and to that end they may prescribe and establish, from time to time, such rules and regulations as they may deem advisable subject to the approval of the village manager.
   (B)   Investigation Of Fires: The fire chief shall investigate the causes of all fires which may occur in the village as soon as possible after they occur, and shall make and keep a record of their investigation and of the circumstances of each case.
   (C)   Prescribing Limits At Fires: The fire chief or officer in command may prescribe limits in the vicinity of the fire within which no person, excepting firefighters, police officers, officers of the village and those admitted by the officer in command, shall be permitted to go.    (D)   Additional Duties And Powers: The fire chief shall also have all other duties, powers, functions and responsibilities, whether similar to or dissimilar from those above specifically mentioned, which, by existing ordinances, are expressed as given to the fire chief, including, but not limited to, the ability to make emergency purchases in the absence of the village manager as specified in section 1-8-4 of this Code.
