The department of fire/rescue and emergency services shall include, but not be limited to: the division of fire suppression, the division of fire prevention and public education, the division of rescue (emergency medical services) and the division of emergency services and consist of chief of the department and such assistants, officers and employees as the operating budget and the classification system shall authorize.
