Any payment received by the village as a fee for issuance of any village license or permit, or as payment for a parking, traffic or other violation or for village water, sewerage or garbage collection charges, or as payment for any other village services, which payment is by check or by any other means, whether electronic or otherwise, which is returned as uncollectible for insufficient funds, or for any other reason that requires additional processing by the village in order to render said payment collectible, shall incur a payment processing fee of thirty five dollars ($35.00), which will be charged to and collected from the person making such payment. In addition, the finance department is hereby authorized to accept only cash in payment for license or permit fees or utility or other village services from a person who has previously given the village a bad check in payment of village fees, utility charges or services.
