In the event the owner or responsible person does not comply with the order to cut or destroy the noxious weeds or to remove the litter within the time limits provided in § 93.42 after proper notice of the violation has been issued, the Mayor or Mayor's representative shall cause the noxious weeds to be cut or destroyed or litter to be removed and may employ the necessary labor and equipment to perform such task, together with any clean-up work required. All costs incurred will be paid from the General Fund, or if Council establishes a separate fund for such expenses, from such fund.
