§ 76.13 COMMERCIAL VEHICLE OR TRAILER PARKING AND STORAGE.
   (A)   Definitions. For the purpose of this section the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      (1)   COMMERCIAL VEHICLE. Every vehicle which has a gross vehicle weight rating that equals or exceeds 9,000 pounds.
      (2)   DAY. A 24-hour period.
      (3)   GROSS VEHICLE WEIGHT RATING. The value specified by the manufacturer of the vehicle as the maximum weight to which the vehicle, when fully equipped, can be loaded safety, and includes the dry weight of the vehicle, plus the weight of fuel, passengers and cargo;
      (4)   TRAILER. Any vehicle without motive power that is designed or used to carry property or persons wholly on its structure and to be drawn by another vehicle.
      (5)   VEHICLE. Every device in, upon or by which any person or property may be transported or drawn upon a street, highway or water except devices moved by human power.
   (B)   No person who is the owner, agent, operator or other person in charge of any commercial vehicle or trailer shall park or stand such commercial vehicle or trailer, or permit such commercial vehicle or trailer to remain parked, standing or abandoned, upon any public street or road, or within any public right-of-way, of the village for a period longer than one hour. This division (A) shall not apply to such commercial vehicles or trailers used for conveying the necessary tools and materials to premises within the village where labor, using such tools and materials, is to be performed, during the time of parking such commercial vehicles or trailers, or to the time during which such commercial vehicle or trailer is being loaded or unloaded or used to deliver or hoist property or merchandise for completion of delivery to properties within the village, if such loading, unloading or other activities referred to in this provision are conducted diligently and without unnecessary delay.
   (C)   Unless confined within an enclosure so that the commercial vehicle or trailer cannot be seen from the street, no person who is the owner, agent, operator or other person in charge of any commercial vehicle or trailer, shall park or stand such commercial vehicle or trailer, or permit such commercial vehicle or trailer to remain parked, standing or abandoned, upon any residential lot or privately-owned property within the village for a period that exceeds 2 consecutive days.
   (D)   Whoever violates any of the provisions of this section shall be guilty of a minor misdemeanor and shall be fined an amount not to exceed $100. Each day's continued violation shall constitute a separate offense.
