Any person receiving a notice of violation may appeal to Village Council the determination of the authorized enforcement agency by delivering to the Clerk-Treasurer of the village written notice of such appeal. The notice of appeal must be received by the Clerk-Treasurer within 30 days from the date of the notice of violation. Hearing on the appeal before the Village Council shall take place within 15 days from the date of receipt of the notice of appeal. The decision of the Village Council shall be final.
