(A) Nonconforming signs. Where a lawful sign exists at the effective date of adoption of this chapter or amendment thereto, but does not meet the conditions of this chapter, such sign shall be non- conforming and shall be brought into conformity with this chapter or removed.
(B) Abandoned signs. If any sign becomes an abandoned sign, such sign is hereby declared a public nuisance. Upon determining that a sign is abandoned the Mayor shall notify, in writing, the owner of the property on which the sign is located. Upon receiving notification that an abandoned sign exists on the property, the owner shall have the abandoned sign removed within 30 days or, within such time, file an appeal to Village Council to determine that such sign is not abandoned. The filing of such an appeal shall stay the time for removal of the sign pending decision of the Council. If the Council upholds the decision of the Mayor, the abandoned sign shall be removed within 30 days of the Council’s decision. If thereafter the property owner does not remove the sign, the village may cause the sign to be removed and recover the cost of such removal from the owner of the property on which the sign is located.
