§ 151.046 INSPECTION AND MAINTENANCE.
   (A)   Inspection. It shall be the duty of each property owner to determine property lines and ascertain that the fence thus constructed does not deviate from the plans as approved by the Planning Commission, and the fence does not encroach upon another lot or parcel of land. The village shall furnish such inspection as it deems necessary to determine that the fence is constructed in accordance with plans submitted for the certificate of appropriateness as outlined in § 151.041 hereof. However, the issuance of the certificate of appropriateness by the village shall not be construed to mean that the village has determined the fence is not encroaching upon another lot, nor shall it relieve the property owner of the duty imposed upon him or her herein.
   (B)   Maintenance. It shall be the duty of each property owner to properly maintain any fence erected upon his or her property. If a fence is constructed of wood, then it must be suitably treated to prevent rot.
