It shall be unlawful in any establishment to use any implements or tools upon any person after the same have been used upon a person afflicted with any skin or scalp disease without first sterilizing the implement or tool. It shall be unlawful to use any towel on any customer after the same has been used before without having the same sterilized and cleaned prior to such second usage.
