Any member of the planning commission may be removed from office by the mayor with the concurrence of a majority of the members of the city council. Any replacement for a vacancy arising from the resignation or removal of an incumbent commissioner shall be appointed by the mayor by and with the advice and consent of the city council for the remainder of the vacant term.
