8-3-1: USE MANDATORY; FEE:
   A.   Distance Requirement: Any person who owns property within the city on which is located any building used for human occupancy shall hook up to the city's sewer system when the sewer is available and within three hundred feet (300') of any property line.
   B.   Fee 1 ; Billing: The city shall collect a reasonable fee for this sewer service in order to defray the cost of construction, maintenance and operation of the sewer system. The fee shall be set by resolution of the city council. At the discretion of the chief administrative officer, the city may make one charge for the combined use of water and the service of the sewer system. A utility service fee waiver (water, sewer, garbage, recycle and storm) is available to all residents on active military deployment who submit a fee waiver form and provide a copy of their orders.
   C.   Failure To Comply: If any person fails to hook up to the sewer system where it is available or if any applicant fails to pay for the sewer service provided, the chief administrative officer shall cause the water to be shut off from such premises until such person has hooked up to the sewer at his own expense or has paid for all past due sewer service.
