The occupants or owners of all commercial and industrial property, including trailer parks, condominiums and apartment houses with five (5) or more units, shall arrange and pay for their own refuse collection and disposal in accordance with the provisions of this chapter. The occupants or owners of apartment houses with two (2), three (3) or four (4) units have the option of using the city's refuse and recycling collection services or arranging and paying for their own refuse collection service.
