Provisions shall be made for any and all railroad crossings necessary to provide access to or circulation within the proposed subdivision, including the preparation of all documents necessary for application to the California State Public Utilities Commission for the establishment and improvement of such crossing. The cost of such railroad crossing improvement shall be borne by the subdivider unless, subsequent to adoption of this ordinance, fees for this purpose have been imposed and adequate funds have been collected to improve the crossing.
