The last registered owner of record is responsible for abandonment and is thereby liable for the cost of removal and disposition of the vehicle. The City Council, by resolution, shall from time to time determine and fix an amount to be assessed as vehicle abatement administrative, hearing and appeal costs. The cost in the resolution shall not include costs and expenses which are not incurred by the city.
