§ 50.10  RATES TO BE CHARGED.
   (A)   Rates established.  Effective July 1, 2006, the rates to be charged to refuse users of the city for automated garbage and refuse collection service are as follows:
      (1)   The monthly automated garbage and refuse rate for residential dwellings is hereby fixed at $17.50 per month per housing unit for one 90-gallon container for garbage and refuse and one 90- gallon container for green waste and paper products, and $15.33 per month per housing unit for one 30- gallon container for garbage and refuse and one 90-gallon container for green waste and paper products.  For those customers with a 90-gallon container for garbage and refuse, a second 90-gallon container for garbage and refuse would be $5.71 per month.  Each extra collection requested by a customer shall be $7.50 and shall be billed by the collector.
      (2)   The monthly automated garbage and refuse rate for senior citizens and disabled persons on low or fixed income, upon application and approval, is hereby fixed at $12.69 per month per housing unit for one 90-gallon container for garbage and refuse and one 90-gallon container for green waste and paper products, and $11.09 per month per housing unit for one 30-gallon container for garbage and refuse and one 90-gallon container for green waste and paper products.  Each extra collection requested by a customer shall be $7.50 and shall be billed by the collector.  Application shall be submitted to the City Manager, who shall determine the applicant’s eligibility under this section, and notify the applicant and the franchised collector upon approval or denial of the application.
      (3)   The monthly automated garbage and refuse rate for business and non-residential establishments is hereby fixed at $17.50 per month for one 90-gallon container for garbage and refuse and one 90-gallon container for green waste and paper products.  Additional 90-gallon containers for garbage and refuse would be $5.71 per month for each additional container.  Each extra collection requested by a customer shall be $7.50 and shall be billed by the collector.
      (4)   Commercial bins are required to have a locking device installed and provided by the collector, and a one-time, nonrefundable $30.00 fee will be charged to each bin.  The monthly garbage and refuse collection rate for bin service shall be as follows:

      (5)   The garbage and refuse collection rate for nonconforming collection shall be:
            Passenger car tires               $  6.12 each
            Truck and tractor               10.20 each
            Each cubic yard of nonconforming refuse material   35.72/cubic yard
            Minimum charge pickup nonconforming use    24.50/pickup
   (B)   Payment in advance.  Garbage, refuse and recycling fees shall be payable in advance.
   (C)   Increase or decrease in rates.  The rates for garbage collection herein set forth shall be increased or decreased by resolution of the City Council.
