The declared purposes of this chapter is to comply with the California Emergency Services Act Gov’t Code §§ 8550 et seq. by providing for the preparation and carrying out of plans for the protection of persons and property within the city in the event of an emergency, and the direction of the emergency organization and the coordination of the emergency functions of the city with all other public agencies, corporations, organizations and affected private persons. This chapter is enacted pursuant to the authority granted by Cal. Gov’t Code §§ 8610 and 6500.
