§ 660.15 ACCUMULATION OF GARBAGE OR REFUSE.
   (a)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      (1)   BUILDING MATERIALS. Any material including wood, stone, brick, steel beam, roofing, pipes, cement block or any composition thereof, used for erection of any building or structure.
      (2)   GARBAGE. All putrescrible wastes, except wastes of the human body and other water-carried wastes and shall include all vegetable and animal wastes resulting from handling, preparation, cooking or consumption of foods. Any containers that have contained food or liquids for consumption shall also be classified as GARBAGE.
      (3)   INOPERATIVE MOTOR VEHICLE. Any type of motor vehicle unable to move under its own power due to defective or missing parts, dismantled, partly dismantled, wrecked vehicle or parts thereof. A motor vehicle is also presumed to be in an inoperable condition if it has not been duly registered and licensed under the laws of the state for a period of 30 days or more.
      (4)   JUNK. Any one item or combination of any of the following: batteries, paper, rubber, more than four bikes or parts thereof, lumber pallets in a residential area without permit or building materials that are stored for more than three months in an outside area where active building has not occurred.
      (5)   MOTOR VEHICLE. Every device in, on or by which any person or property may be transported or drawn by power other than human muscular power.
      (6)   RAGS. Clothing or cloth which is unfit for further use for its originally intended purposes, in its present condition.
      (7)   REFUSE. Ashes, crockery, bottles, cans, paper and other wood pulp products, boxes, grass clippings and other cut vegetation, old or discarded clothing, bedding, mattresses, furniture, appliances (or any parts thereof), rubbish, dirt, nails, pieces of glass and all other similar nonputrescrible wastes other than those included in the definition of garbage.
      (8)   ROPE. Hemp, cotton, nylon, rayon or any similar composition, whether in a single piece or various parts, which is no longer safe to use or which can no longer be used for its intended purpose.
      (9)   SCRAP METAL. Pieces or parts of steel, iron, tin, zinc, copper or any alloy thereof, whether covered with porcelain or any other material, whether intact or in parts, which have served their usefulness in their original form or can no longer be used for their originally intended purpose.
      (10)   USED BUILDING MATERIALS. Any material including wood, stone, brick, cement block or any composition thereof, used or useful in the erection of any building or structure which have been previously used for such construction by the same persons or by any other person.
   (b)   Public nuisance defined; prohibited.
      (1)   The accumulation, storage or disposition of garbage or refuse in any manner other than as provided by the ordinances or health regulations of the village.
      (2)   The accumulation or storage of junk, rope, rags, used building materials, scrap metal, inoperable motor vehicles or building materials for more than 30 days where active building has not occurred, except in a wholly enclosed building or structure.
         A.   No storage container or dumpster may be stored or stationed on the boulevard, front yard or driveway for more than 24 hours unless it is specifically being used for construction or fire debris. If used for construction or fire debris, the dumpster may not remain stationed for more than two weeks unless granted permission by the Zoning Officer.
         B.   No person shall suffer, permit or maintain a public nuisance as defined above upon any property which they own, occupy or over which they have legal or constructive charge.
      (3)   Covering the offensive items indicated herein is not permitted; these items must be removed and/or discarded.
