Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this chapter or submits false plans, evidence or testimony with the intent thereby of obtaining any permit or privilege by trick or subterfuge shall be deemed guilty of a misdemeanor and shall be fined in any sum not more than $100.
