When the Village Council shall declare, by resolution, that a specific sidewalk shall be constructed or repaired, the Fiscal Officer shall cause a written notice of the passage of the ordinance incorporated herein, the details of the repair or construction to be undertaken and serve the same upon the owner or agent of the owner of each parcel of land shutting upon such sidewalk who may be a resident of the corporation or county, in the manner prescribed by law for the serving of a summons in civil action, and shall return a copy of the summons with the time and manner of service endorsed thereon, to the Village Council, where it shall be filed and preserved.
