(A) The Commission shall control the care, planting, removal and disposition of trees and shrubs upon municipal property and public right-of-ways.
(B) The Commission shall give advice to Common Council, provide leadership in the development of understanding of the objectives and methods of the tree program, and assist the city in the development and maintenance of technical specifications and guidelines.
(C) The Commission shall produce and maintain a list of the kinds and species of trees suitable and desirable for planting and the areas and conditions under which such trees should be planted. This list shall be known as "Approved Street and Park Trees for Rising Sun."
(D) It shall be the responsibility of the Commission to study, investigate, develop, and administer a written plan for the care, preservation, pruning, planning, removal or disposal of trees and shrubs in parks, along streets, and in other public areas. Such plan will be presented annually to the City Council and upon their approval, shall constitute the official comprehensive city tree plan. The Commission shall promote and supervise the establishment of a tree inventory for street and park trees. The inventory shall be updated with the results of a ground inspection every three years. The Commission when requested by the City Council, shall consider, investigate, report, and recommend upon any special matter or questions, coming within the scope of its work.
