Membership of the Advisory Plan Commission shall consist of seven members appointed as follows:
(A) The City Council shall appoint three persons, who must be elected or appointed municipal officials or employees in the municipal government, as members.
(B) The Mayor shall appoint four citizen members, of whom no more than two may be of the same political party.
