§ 32.072 OFFICERS.
   (A)   Officers. The officers of the Board shall be a President, a Vice-President, and a Secretary. Such other officers and assistant officers as may be deemed necessary may be elected or appointed by the Board.
   (B)   President. The President shall be the principal officer of the Board and subject to the control of the members, shall in general supervise and control all of the affairs of the Board. He or she shall preside at all meetings, conduct the meeting, prepare a written agenda, determine rules of order, and perform all duties incident to the office of President and such other duties as may be prescribed by the Board.
   (C)   Vice-President. In the absence of the President or in event of his or her death, resignation, inability or refusal to act, the Vice-President shall perform the duties of the President, and when so acting, shall have all the powers of and be subject to all the restrictions upon the President. The Vice-President shall perform such other duties as from time to time may be assigned to him or her by the President or the Board.
   (D)   Secretary.
      (1)   The Secretary shall keep the minutes of the meetings of the executive committee and the Board in one or more books provided for that purpose, see that all notices are duly given in accordance with the provisions of this subchapter or as required, be custodian of the official records, distribute each month copies of the executive committee and the board's minutes to the following:
         (a)   Board members;
         (b)   City and County Attorneys;
         (c)   Mayor and County Commissioners;
         (d)   Local newspapers and radio stations.
      (2)   The Secretary shall also perform such other duties as from time to time may be assigned to him or her by the President or the Board.
   (E)   The City Clerk/ Treasurer shall have the charge and custody of and be responsible for all funds and monies of the Board, receive and give receipts for monies due and payable to the Board as well as any gifts from any source whatsoever, and deposit all such monies in the city general fund.
   (F)   Election of officers shall take place at the first regular meeting of the Board in February of each year. The election shall be for the offices of Vice-President and Secretary. The previously elected Vice-President shall succeed to the office of President each year.
