(A) The Board shall consist of nine citizen members with four members appointed by the Mayor for the city as members of the Rising Sun Municipal Park Board and five members appointed by the Board of Commissioners of Ohio County as members of the Ohio County Park Board.
(B) As a term expires, each new appointment is for a four year term. All terms expire on the first Monday in January, but a member continues in office until his or her successor is appointed.
(C) The Mayor shall make his or her appointments by February 1 of each year or within 30 days of any notice of resignation of a previously appointed member. If an appointment for any new term is not made by the first Monday in April, the incumbent shall serve another term. If a vacancy on the Board occurs, the Mayor shall appoint a person to serve for the remainder of the unexpired term.
(D) One member shall appointed by the city shall be a member of the American Legion Post in the city.
