§ 31.31 DUTIES OF OFFICERS.
   (A)   President. The Mayor shall be the presiding officer and President of the Common Council. The Mayor or presiding officer shall preserve order and decorum. He or she shall decide all questions of order. When the Council is equally divided, he or she shall cast the deciding vote.
   (B)   President Pro Tempore. A President Pro Tempore of the Council shall be selected from the Council’ s membership at the first regular meeting beginning each year in accordance with I.C. 36-4-6-8(b). The duties of the President Pro Tempore in addition to being a presiding officer, shall be to serve as liaison officer between the Mayor, Council, the Board of Public Works and Safety, and to preside at Council meetings in the absence of the President. He/she shall not serve as a member of any standing committee.
   (C)   Clerk-Treasurer. It shall be the duty of the Clerk-Treasurer to keep accurate minutes of the proceedings of the Common Council, with a proper index thereto, which shall be the official minutes of the Common Council of the City of Rising Sun, and he/she shall keep a proper file of all papers pursuant to I.C. 36-4-6-17. The agenda of Council meetings shall be prepared and provided to Council members at least 48 hours in advance of any meeting. The agenda may be amended by a majority of the Council members.
