§ 31.30 MEETINGS.
   (A)   (1)   Unless otherwise designated by a majority vote by the Common Council, the Common Council shall meet the first Thursday of each month at 7:00 p.m.
      (2)   If a declared national holiday falls on a meeting date there will be no meeting. A regular meeting shall be held the Thursday following a declared national holiday at 7:00 p.m. or as otherwise determined by a majority vote of the Common Council.
   (B)   The meetings shall be held in the Council Chambers at the City Administration Bldg, 200 North Walnut Street, Rising Sun Indiana 47040, and shall begin at 7:00 p.m. except for the first regular meeting in January of each year which shall begin at 7:30 p.m. or as otherwise directed by state statute.
   (C)   Special meetings of the Council may be called by the Mayor so long as 48 hours advance notice has been given to each and every Council member either verbally or by letter delivered to the Council member's residence by the Mayor's office. Special meetings of the Council may be called by the President Pro Tempore of the Council, so long as 48 hours advance notice has been given to each to each and every Council member and the Mayor either verbally or by letter delivered to the Council member's residence by the Clerk-Treasurer's office. Public notice of all special meetings shall comply with the Indiana Code.
   (D)   Emergency sessions of the Common Council may be called by the Mayor without 48 hours notice if there is a clear and present danger to the city. Such Council meetings may occur only if each and every Council member has been notified either verbally or by letter as provided by division (C).
   (E)   Regularly scheduled meetings of the Common Council may only be canceled:
      (1)   By a majority vote of the Common Council; or
      (2)   If it is determined by the Presiding Officer of the Council, or its President Pro Tempore:
         (a)   That upon written or oral confirmation by a majority of the members of the Common Council a quorum would not exist; or
         (b)   That the inclement weather prohibits full participation. The regular meeting, except for the meeting required by I.C. 36-4-6-7, shall be held on the first Thursday evening of each month at 7:00 p.m. At the hour fixed, the Clerk shall call the roll of members, noting those present and those absent. If the President is absent at the time of the first roll call, the President Pro Tempore of the Council shall act as presiding officer until the arrival of the President. It shall be the duty of the Clerk-Treasurer to cause notice of such meeting to be mailed to each member and the news media in compliance with the open door law prior to the commencement of the meeting.
