§ 113.08 WEATHER CONDITIONS.
   An owner, operator, or custodian of a horse engaged in the horse-drawn carriage trade shall not drive, use, or work a horse on a public street or byway in the city:
   (A)   During periods when the temperature exceeds that deemed safe to work the horse as determined by the Mayor of the city.
   (B)   During periods of heavy snow; or
   (C)   During other periods determined by the City Council by rule as being dangerous or unsuitable.
