The operation of any horse-drawn vehicle upon the streets of the city for the purpose of transporting persons for hire or as a contractual service is a violation of this chapter unless operated in accordance with valid licenses issued pursuant to this chapter. The Clerk-Treasurer is hereby authorized to issue licenses pursuant to this chapter for the operation of horse-drawn carriage business.
