§ 31.02 AUTHORITY OF COUNCIL.
   (A)   The legislative branch of the city is the City Council. The Council shall have the exclusive authority to adopt ordinances and appropriate tax money received by the city and perform other necessary and desirable legislative functions (I.C. 36-4-6).

   (B)   The purchasing agent for the city shall be the Common Council. The city designates the following persons to serve as purchasing agents:
      (1)   Chief Purchasing Agent: Common Council.
      (2)   Deputy Purchasing Agents:
         (a)   Mayor.
         (b)   Clerk-Treasurer.
         (c)   Chief of Police.
         (d)   Administrative Assistant to the Mayor.
         (e)   Street Commissioner.
         (f)   Assistant City Engineer.
         (g)   City Executive Secretary.
         (h)   Others approved by action of City Council.
      (3)   The Deputy Purchasing Agents shall be limited to purchases less than $5,000.00.
      (4)   The city will prepare rules and a policy to cover aspects of purchasing as allowed by I.C. 5-22, et seq., as amended, which may apply to all purchases generally or to a specific purchase as stated in the solicitation for the purchase, and this policy statement may also be amended, in whole or in part, as the city determines appropriate.
