Whenever a licensee shall for a period of 60 days fail to make a reasonable or consistent effort to operate any such taxicab or taxicabs, the Mayor or a designee or other chief administrative officer may either suspend or revoke such license upon notice and a hearing. This power to suspend or revoke shall not limit the powers granted to the Mayor or a designee or other chief administrative officer elsewhere in this code.
