§ 31.01 ESTABLISHMENT OF BRANCHES OF CITY GOVERNMENT.

   The government of the city shall consist of four branches, those being:

   (A)   The executive branch (IC 36-4-5);

   (B)   The legislative branch (IC 36-4-6);

   (C)   The fiscal branch (IC 36-4-10); and

   (D)   Statutory boards and commissions.
