It shall be unlawful for any peddler, itinerant merchant or solicitor to solicit, sell or offer for sale any goods, wares, merchandise, services or insurance policies of any description of subscription to any kind of publication, except newspapers, to the occupant of any dwelling place, either by going from dwelling to dwelling or by telephone before 9:00 a.m. EST or after 5:00 p.m. EST without first having secured permission to do so from a resident of that dwelling place.
