No person shall set fire to, burn or cause the setting of fire to or burning, or aid, counsel or procure the setting of fire to or burning of any dwelling house, apartment house, shop, barn, stable, garage or any other building, structure or outhouse, whether finished or unfinished, occupied or unoccupied, and whether owned by him/her or another, within the city.
