   (B)   Any animal impounded under the terms of this chapter may be claimed upon the payment by the owner to the city's Police Department the sum of $25 for each animal so impounded, together with any additional charges that the CACO may be authorized to collect.    (C)   All fees collected by the Police Department shall be deposited with the Clerk-Treasurer along with a copy of the receipt given to the person claiming the animal.
   (D)   No animal shall be delivered to its owner or claimer by the CACO until the time the person claiming it has paid the fees required by this subchapter and has further established the fact the animal is duly licensed and has or will be receiving all lawful rabies shots and that the owner has or will comply with all licensing and taxation requirements.
