For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
AT LARGE. An animal is AT LARGE when it is off the property of its owner or keeper and not under the restraint of a competent person.
CACO (County Animal Control Officer). The person so designated by the County Board of Commissioners. The duties so designated may also be performed by anyone designated from time to time by the CACO or any officer empowered by the state to enforce city ordinances.
UNDER RESTRAINT. An animal is UNDER RESTRAINT only if it is controlled by a leash or in the control of a competent person nearby during lawful hunting activities, or confined to a vehicle.
