SCHEDULE III. THROUGH STREETS.

   (A)   It shall be unlawful for any person to drive or operate any vehicle, motor or otherwise, upon the intersection of the hereinafter-designated through streets of the city without first causing the vehicle to come to a dead and complete stop immediately before proceeding upon and over the through street. The right-of- way shall be yielded to vehicular traffic using these through streets.

   (B)   The following streets, or portions of streets, are hereby declared through streets:
